[graphite] Update DM's handling of FakeWGPU jobs

The CL breaks the grdawn_mtl_fakeWGPU config into two separate flags that are then specified on a grdawn_mtl config job.

To make handling of the new flags rational it removes the TestOptions copy that was inside SkCommandLineConfigGraphite (since the
command flags get set on the main TestOptions object while the config's
extended options were being set on the TestOptions that was inside the SkCommandLineConfigGraphite object.)
