[recipes] Make dm_flags not depend on api In preparation for moving dm_flags out. Important behavioral change to note: now we're passing issue, patchset, and patch_storage flags for all runs of DM, including non-tryjobs. I don't think it should change any behavior, but it's something to watch out for.
