Move compatible stencil tracking from GrGLCaps::fConfigTable to ::fFormatTable.

Also adds the following to the format table:

*base internal format
*sized internal format
*compressed internal format
*the internal format to use with glTexImage
*the external type to use with glTexImage when there is no data to upload
 (i.e., no GrColorType for data)
