530fa373b797bf1ade172ef591134ea6cc401271 Clean up some platform_tools
The jetski build has been broken for a while now and depends on skia_internal
which I am trying to remove. If we need such a build, we can re-create
the Bazel rules.
skottielib does seem used (maybe just as an example), so I want to
make it explicit that we use the harfbuzz+ICU shaper. There will
be an internal CL to update the build targets. See http://cl/633662597
