ICU-20298 Adding improved locale filtering to buildtool. - Integrates changes from cldrbug 11802 to ICU. - Adds test suite for buildtool. - Adds new filter type "union".
This is the repository for the International Components for Unicode. The ICU project is under the stewardship of The Unicode Consortium.
