ICU-21323 Adds BRS task 'test ICU4C without data' to GHA, triggered by each pull request. This test has a high catch rate. ICU-21323 Work in review feedback.
This is the repository for the International Components for Unicode. The ICU project is under the stewardship of The Unicode Consortium.
