Skip building non-test targets in Windows MSVC Bazel test runs. In Abseil, many benchmarks are defined as cc_binary targets with tags = ["benchmark"], so --test_tag_filters=-benchmark does not prevent bazel test from compiling and linking them alongside @google_benchmark. Enabling --build_tests_only on windows-msvc (while keeping --nobuild_tests_only on windows-clangcl for Windows benchmark build coverage) avoids compiling ~85 benchmark binaries across the six slow MSVC matrix jobs.
