Use the GCS bucket for the Bazel remote-cache CI configuration.

RBE rejects ActionCache.UpdateActionResult calls when Command.Platform is unset, causing Windows and macOS CI builds using --config=remote-cache to fail to populate the remote cache. Switch build:remote-cache back to the absl-bazel-remote-cache GCS bucket until Windows and macOS RBE platforms are configured.
