[builds/windows] Use native memory allocation API.

* builds/windows/ftsystem.c (ft_alloc, ft_realloc, ft_free):
Wrap HeapAlloc, HeapReAlloc, and HeapFree.
(FT_New_Memory): Set the heap handle.
