[sfnt] 'COLR' v1 PaintSkew related spec updates

* src/sfnt/ttcolr.c (read_paint): Implement spec changes around
PaintSkew, PaintSkewAroundCenter.  Update parsing to read shorter
values as changed in the spec.
* include/freetype/ftcolor.h (FT_PaintSkew): Update documentation.
