[graphite] Rein in over-generation for circular arcs and analytic blurs

This addresses some low hanging fruit wrt Precompilation over-generation.

The circular-arc and analytic-blur RenderSteps have pretty specialized use cases so breaking them out of the simple-draw case shouldn't over complicate the DrawTypeFlags.
