[graphite] Add replayTranslation and dstCopyOffset to intrinsic uniforms

Right now nothing uses the replayTranslation, although it should
impact sk_FragCoord. The dstCopyOffset is always set to (0,0) for now
until the plumbing through RenderPassTask and CommandBuffer is
completed but this reserves the space and adjusts the SkSL programs.
