Reland "Turn on SK_DISABLE_LEGACY_FONTMGR_FACTORY"

This is a reland of commit d5db0b34378abadf15c9f4470847a44d90f83636

This now has Skotties via CanvasKit load typefaces via the non-deprecated
API and explicitly use FreeType.
