[graphite] Refactor Dawn intrinsic uniforms handling into helper class

Also extends the rtAdjust value tracking to remember all uploaded
rtAdjusts within a command buffer submission so that they can be
reused even if the current buffer has filled up.

This preps the DawnCommandBuffer to more easily handle using
UniformDataBlock for the intrinsic uniforms.
