HDR v2: Add no-op OOTF parameters to sk_color_space_transform

A new stage (the HLG opto-optical transfer function) is now present in
color space transformations.

Add this as a no-op to the graphite SKSL and its minified versions
to avoid big diffs in the functional change (and to avoid merge
conflicts).
