Lower GPU budget to 16MB on some desktop bots
This bot also runs reduceOpsTaskSplitting, so this allows us
to test the over-memory-budget fallback behavior.
At 16MB my desktop falls back on the following SKPs: desk_carsvg,
desk_twitter, desk_yahoosports, desk_linkedin, desk_facebook.
