Reland^2 "[graphite] Add AHARDWAREBUFFER_FORMAT_B8G8R8A8_UNORM support"
* This reland addresses the issue of a color type / texture format mismatch when calling validate_backend_texture.
* Define the default color type, and that used for external formats, as a static value that can be referenced externally.
