ICU-21487 Moves performance test data files from the icu-data repository to the icu repository. Added Unicode copyright notice to those files that only have the IBM copyright notice. A complimentary PR will remove data from the icu-data repository. ICU-21487 Adds pure test data files which have no copyright notice to the exemption list.
This is the repository for the International Components for Unicode. The ICU project is under the stewardship of The Unicode Consortium.
