Pass `flag_.impl_.filename_ \u003d\u003d filename ? nullptr : filename` from\n   `FlagRegistrar` to `RegisterCommandLineFlag` so `FlagImpl` skips calling\n   `GetUsageConfig().normalize_filename` (which acquires `custom_config_guard`\n   twice, copies 10 `std::function` objects, and allocates/frees 2\n   `std::string`s per `ABSL_FLAG` at startup) when the filename pointer is\n   already set in the `constexpr` constructor.\n2. Remove the duplicate `ValidateDefaultValuesOfUnspecifiedFlags()` pass in\n   `ParseAbseilFlagsOnlyImpl`, replace the 13-type `FastTypeId(op)` check in\n   `ShouldValidateFlagValue` with direct `op \u003d\u003d \u0026FlagOps\u003cT\u003e` pointer equality,\n   consolidate `DefaultValue()` and `MakeInitValue()` in\n   `FlagImpl::CheckDefaultValueParsingRoundtrip()` under a single lock and\n   allocation, and add lock-free `seq_lock_.IsUnmodified()` fast paths to\n   `FlagImpl::IsModified()` and `IsSpecifiedOnCommandLine()`.\n3.
