  "message": "Derive CMake DLL target membership from ABSL_INTERNAL_DLL_FILES.\n\nPreviously, `CMake/AbseilDll.cmake` required manually maintaining `ABSL_INTERNAL_DLL_TARGETS` and `ABSL_INTERNAL_TEST_DLL_TARGETS` in addition to the Copybara-generated `ABSL_INTERNAL_DLL_FILES` and `ABSL_INTERNAL_TEST_DLL_FILES` lists. Whenever new targets were added without updating `ABSL_INTERNAL_DLL_TARGETS`, their sources were compiled into `abseil_dll` and also compiled a second time as `dll_dep` static libraries.\n\nInstead, check whether a library\u0027s sources/headers appear in `ABSL_INTERNAL_DLL_FILES` or `ABSL_INTERNAL_TEST_DLL_FILES` directly in `absl_internal_dll_contains`.
