PR #2172: Treat clang targeting Windows as a MinGW compiler

Imported from GitHub PR https://github.com/abseil/abseil-cpp/pull/2172

Clang targeting `*-w64-windows-gnu`, e.g. via the hermetic LLVM toolchains from the `llvm` Bazel module, reports `@bazel_tools//tools/cpp:compiler` as `clang` rather than `mingw-gcc`. The `//absl:mingw_compiler` condition therefore doesn't match and the `-l<lib>` flags for system libraries are missing, since only the `-DEFAULTLIB:<lib>.lib` variants (which the GCC-style driver silently ignores) are passed:

```
ld.lld: error: undefined symbol: BCryptGenRandom
>>> referenced by external/abseil-cpp+/absl/random/internal/_objs/seed_material/seed_material.pic.o
```

This adds a `mingw-clang_compiler` setting that matches `clang` on Windows and includes it in `mingw_compiler`. `clang-cl` is unaffected since it reports itself as `clang-cl`.

Found while cross-compiling Bazel itself to Windows.

Merge 573fe91cb0aa18e79870347b1feb1176e33cf444 into ac102851b3f2a8c8275a0afb764082a0d5b09fa1

Merging this change closes #2172

PiperOrigin-RevId: 988758643
Change-Id: Icf3e79e7ed3d17f6bd0f9fbbedc51620b07bed7c
",
