The MSVC toolchain must set `ABSL_HAVE_STD_IS_TRIVIALLY_ASSIGNABLE` and `ABSL_HAVE_STD_IS_TRIVIALLY_CONSTRUCTIBLE`, in order to use Abseil workarounds in the absence of these types.
