re-add OpenCL C 2.0 spec pdf to fix broken link (#148)

This was removed previously "to avoid confusion", but there are
already other old specs in the same directory, so adding this one
should cause minimal additional confusion.  The link to this and
other older specifications are already clearly marked as an older
specifications, provided for reference only.
