  "message": "Disable dll copies by vcpkg to avoid race condition (#3412)\n\nThis variable is explained at:\n https://learn.microsoft.com/en-us/vcpkg/users/buildsystems/cmake-integration#vcpkg_applocal_deps\n\nParallel ninja builds call \"vcpkg z-applocal\" in parallel which\ncan creaate collisions.\n\nX_VCPKG_APPLOCAL_DEPS_SERIALIZED (from #3408) did not resolve this\nbecause CMake\u0027s Ninja generator inlines target post-build commands\ndirectly into the linker rule and does not place them in the\nterminal/console pool.\n\nVCPKG_APPLOCAL_DEPS\u003dOFF disables the post build copies. We still\nneed to find the dlls so the the build folder is added to the\npath.\n\nIt should fix the issues we\u0027ve been seeing on the Windows CI\nwith vcpkg.",
